What I do is cut a slit at top of seed packet.   then insert a tongue depressor.  Glue the slit both front and back.  Glue moss for the hair.  With satin ribbon tie a bow at the neck.  Glue a raffia bow to the back for the wings.  With Card stock I cut out hearts and added the wording as follows for each type of seed:

Sunflower--Your are my Sunshine

Forget me knots--I miss you!

Carrots--14 Carrot friend

Daisy--He loves He Loves me not

Alyssum or Gypsopholia--Garden Angel

I also used the Forget me knots with a tiny Flag graphic in the shape of the USA and I had the words  In Memory of 9-11-2001.  I tied a red white and blue bow at the neck.  I tied a silver paper twist bow for the wings.  I also from each corner stitched a thread to hang it by.
